Enable microphone: Settings → Privacy → Microphone → Allow desktop apps to access microphone

Check levels: Right-click speaker icon → Recording devices → Select microphone → Properties → Levels

Enable microphone: System Preferences → Security & Privacy → Privacy → Microphone → Check your browser

Check levels: System Preferences → Sound → Input → Select microphone and adjust volume

Enable microphone: Settings → Apps → [Browser] → Permissions → Microphone → Allow

Note: Chrome on Android has the best speech recognition support
